FIC REPORT (ABIA STATE) – The Abia State Government has recorded a healthcare breakthrough with the successful emergency brain surgery of a 19-year-old accident victim at the Abia State Specialist Hospital and Diagnostic Centre, Umuahia, demonstrating the growing capacity of the State’s health institutions to provide advanced care.
The Commissioner for Information,Prince Okey Kanu disclosed this at a press briefing after the Executive Council meeting presided over by Governor Alex Chioma Otti, OFR, at the Government House, Umuahia.
The patient, involved in a motorcycle accident on Sunday, October 4, 2026, was brought to the hospital in critical condition.
Investigations revealed a massive blood clot inside his skull, placing severe pressure on the brain and requiring immediate neurosurgical intervention.
The four-hour operation evacuated more than 100 millilitres of clot and controlled the bleeding. The patient was transferred to the Intensive Care Unit and has begun recovering, including movement of his limbs.
The intervention was performed immediately in Abia because the hospital had the necessary facilities, equipment and specialist personnel, avoiding the potentially fatal delay of referral to another State.
It forms part of the Otti administration’s three-year investment in equipping health institutions and engaging specialists to handle complex procedures.
The hospital has also recorded other successful specialised procedures by Nigerian specialists, while growing healthcare investment is attracting support from development partners and international organisations.
A Swedish organisation has provided equipment for trauma-related orthopaedic, brain and spine surgeries, supporting the development of specialised competency centres in Abia.
The State Government has also approved ₦502.1 million as counterpart funding under the Basic Healthcare Provision Fund, enabling access to the Federal Government’s allocation and supporting services for vulnerable citizens, particularly pregnant women and children below five years enrolled in the health insurance scheme for vulnerable persons.
The State has commenced activities for the 2026 World Sight Day, which runs until October 15, focusing on eye health, good vision and prevention of avoidable blindness. The campaign links vision with road safety, especially for commercial drivers. Free screening is being offered across the State through collaboration among the Abia State Eye Health Management Bureau, Ministry of Transport, Federal Road Safety Corps and transport unions. A vision corridor will also be unveiled at the Nnenna Otti Bus Terminal.
Government is providing health interventions in communities affected by recent flooding to reduce hazards and prevent outbreaks. During the period under review, no cases were recorded of Lassa fever, Ebola, diphtheria or COVID-19.
Housing and Urban Development
Applications for houses at Pocket Layout have been oversubscribed, reflecting strong interest from Abians and residents. Analysis of the Expression of Interest forms is ongoing.
The government has conducted a Needs Assessment of the World Bank Estates in Aba and Umuahia and the IBB Layout in Umuahia. Preliminary interventions, including road repairs and solar street lighting, are underway.
The government has revoked the building permit for TradeMore Housing Estate, Ubani, Umuahia, after the Umuahia Capital Development Authority (UCDA) found serious planning and regulatory infractions following residents’ complaints about flooding and defective structures.
The developer’s original application covered only two structures—a semi-detached two-bedroom bungalow and a three-bedroom bungalow—despite the subsequent development of an entire estate. It also lacked key requirements, including survey and site plans, site analysis, a layout plan, an environmental impact assessment, evidence of administrative fee payments and technical inputs from relevant professionals and government agencies.
The UCDA clarified that approval for development was granted in March 2015, but the developer sought approval in 2024 to build a market on the site. The proposal was rejected because it conflicted with the land’s approved agricultural use. A subsequent inspection found ongoing construction, prompting a stop-work order. Officials enforcing the order were reportedly attacked and rescued through Operation Crush. The property was sealed and the permits revoked.
Government is working to address the concerns of individuals who purchased property within the estate and will provide further information.
Governor Otti has directed the establishment of an inter-ministerial committee comprising the UCDA and the Ministries of Works, Environment and Lands to address persistent flooding in Umuahia.
The committee has two weeks to submit a comprehensive report and lasting solution for Ogurube and Ehimiri layouts.
The administration is seeking a coordinated, sustainable response to recurring flooding and erosion rather than temporary measures.
Progress on the Emede-Ibeku flood and erosion control project includes 100 per cent completion of erosion-site clearing, about 90 per cent lateral filling, approximately 95 per cent drainage excavation and about 90 per cent concreting of drainage structures. Government expressed optimism that affected communities would soon benefit.
The State has also issued its Week 40 public health advisory, urging residents of flood-prone communities to observe recommended health and safety measures as government works to mitigate flooding and prevent outbreaks.
The Ministry of Poverty Alleviation and Social Protection has received nine additional Abia indigenes returning from the Republic of South Africa in the past two weeks: one adult male, three mothers, four children and one infant. All have been reunited with their families.
The State is preparing to facilitate the return of approximately 100 more Abia indigenes from South Africa in the coming weeks, with documentation and other arrangements underway.
These developments reflect the Alex Otti administration’s approach to good governance, combining specialised healthcare, housing development, infrastructure renewal, flood and erosion control, social protection and enforcement of planning standards.
The interest in Pocket Layout, interventions in existing estates and expansion of specialised healthcare services underscore the administration’s stated commitment to improving living conditions and strengthening public institutions.
The emerging New Abia agenda extends beyond physical infrastructure to quality healthcare, planned communities, protection of lives and property, stronger regulation and responsive government.
