In a move to deepen public service reforms and driving institutional excellence, the Bureau of Public Procurement (BPP) has formally signed a Memorandum of Understanding (MOU) with the high-powered delegation from the Office of the Head of the Civil Service of the Federation (OHCSF) regarding the rollout and institutionalisation of the new Performance Management System (PMS).
This landmark signing was held at the BPP Office in Abuja, signifies a vital step in replacing the Annual Performance Evaluation Report (APER) system with a more result-oriented, and digital compliant framework across Ministries, Departments and Agencies.
Speaking during the event, the Director-General/CEO, Bureau of Public Procurement, Dr. Adebowale A. Adedokun, FCIPS, commended the visionary efforts of the OHCSF in championing public service reforms, and noting that the transition from APER to PMS is a broader objective of the Federal Civil Service Strategy and Implementation Plan to enhance productivity, transparency, and performance tracking.
Dr. Adedokun emphasised the Bureau’s commitment to uphold meritocracy, transparency, and digital governance across its operations. Adding that the PMS is a framework for institutional accountability, designed to elevate service delivery standard within the procurement regulatory space.
