The Director-General/CEO of the Bureau of Public Procurement (BPP), Dr. Adebowale A. Adedokun, FCIPS, has assured NEMSA of the Bureau’s commitment to collaborate with the Nigerian Electricity Management Services Agency (NEMSA) in the areas of procurement compliance, enforcement of technical standards, and ensuring value for money in the procurement of electrical infrastructure across the country, in line with the Nigeria First Policy.
Dr. Adedokun gave the assurance during a courtesy visit by the Managing Director/Chief Executive of NEMSA, Engr. Olusegun Adesayo, and his delegation to the Bureau’s headquarters in Abuja.
In welcoming the NEMSA delegation, the BPP boss described the Bureau as a strategic enabler of government policies and reforms, with the mandate to harmonise procurement-related policies, promote transparency and accountability, establish standards, and ensure professionalism in public procurement in accordance with the Public Procurement Act, 2007.
He stressed that BPP’s collaboration with government agencies is essential to achieving the objectives of President Bola Ahmed Tinubu’s Renewed Hope Agenda, and in line with the Federal Government’s “Nigeria First” Policy, which promotes local content and ensures that public expenditure translates into measurable outcomes for Nigerians.
He reiterated that BPP remains a pioneer in driving the Nigeria First Policy, and that partnering with NEMSA would be particularly valuable in ensuring that electrical equipment procured for public projects meets the required technical specifications, and that qualified professionals undertake installation and maintenance works.
The DG underscored the importance of NEMSA’s technical inspection, testing and certification functions, assuring the agency of BPP’s readiness to explore practical ways of supporting its mandate within the confines of the law. He added that substantial investments in the power sector could be undermined if procurement processes did not adequately address technical compliance, quality, and the competence of contractors or service providers.
Dr. Adedokun further encouraged NEMSA to strengthen its procurement monitoring mechanisms by systematically reviewing tender notices and procurement opportunities published by MDAs. He cautioned against the indiscriminate introduction of additional requirements into public procurement processes without considering their legal basis, necessity, and potential impact on efficiency. He encouraged a balanced approach that promotes procurement compliance without unnecessarily impeding the procurement process or creating bureaucratic bottlenecks.
He proposed preliminary collaborative measures between the two agencies, including joint stakeholder engagement, public enlightenment, and coordinated communication to inform procuring entities, contractors, and service providers of the applicable NEMSA requirements in procurement processes, before considering broader regulatory measures with relevant power-sector institutions to address procurement practices that may undermine technical standards, safety, and the objectives of the Nigeria First Policy.
Earlier, the NEMSA Managing Director/Chief Executive, Engr. Olusegun Adesayo, FNSE, gave a presentation on the overview of the agency’s mandate, responsibilities, and its contribution to the Nigeria First Policy. He stressed that NEMSA’s partnership with the Bureau will foster a safer electricity industry, a stable electricity network in Nigeria, and create jobs/opportunities for Nigerians, by enforcing technical standards, inspecting and certifying electrical installations, testing electricity meters, assessing the competence of electrical installation personnel, and safeguarding lives and property within the Nigerian Electricity Supply Industry.
He advocated stronger collaboration with BPP to promote the inclusion and verification of applicable NEMSA certification requirements in relevant procurement processes, while highlighting the agency’s efforts to strengthen local technical capacity and prevent substandard electrical materials and equipment from entering the industry.
