Federal Government Inaugurates Steering Committee On Digital Transformation Of The Federal Civil Service

The Federal Government has inaugurated the Steering Committee for the Implementation of the Federal Executive Council’s approval on the Digital Transformation of the Federal Civil Service.

The Committee was inaugurated on Thursday, August 14, 2026, in Abuja by the Head of the Civil Service of the Federation, Mrs. Esther Didi Walson-Jack, CFR.

The Director-General of the Bureau of Public Procurement, Dr. Adebowale A. Adedokun, FCIPS, is a member of the Committee.

Dr. Adedokun’s inclusion reflects his track record of driving digital and technological reforms in public procurement. Under his leadership, the BPP has spearheaded initiatives aimed at eliminating corruption, reducing bureaucratic bottlenecks, and ensuring efficiency, accountability, and value for money in government spending and project execution.

Since assuming office, the DG BPP has advanced the digitalisation of Nigeria’s procurement system through key reforms, including: paperless submission of procurement documents by MDAs via secure digital channels; the Nigeria E-Marketplace; an upgraded Categorisation and Certification Database; the National Automated Procurement and Monitoring System, NAPOMS; and E-Government Integration. These initiatives align with President Bola Ahmed Tinubu’s Renewed Hope Agenda and the FEC-approved Digital Transformation of the Federal Civil Service.

Speaking at the inauguration, Mrs. Walson-Jack described the event as a significant milestone in the collective effort to build a modern, efficient, secure, and digitally-enabled Federal Civil Service. She noted that the Committee’s mandate is critical to advancing reforms that will improve productivity, strengthen accountability, and enhance service delivery to Nigerians.

She added that the inauguration marks the transition from policy approval to execution, and is aimed at translating FEC decisions into practical, measurable initiatives.

The Head of Service stated that the Committee is tasked with developing a comprehensive implementation framework and roadmap to expand, sustain, and institutionalise digitalisation across the Federal Civil Service. This, she said, aligns with ongoing reforms and supports the vision of building a world-class civil service that drives national development under the Renewed Hope Agenda.

The Terms of Reference of the Committee include:

  1. Develop a comprehensive implementation framework for the execution of the FEC approval on the Digital Transformation of the Federal Civil Service.
  2. Develop measures to strengthen the adoption and effective use of approved digital platforms across all MDAs, and a standard Monitoring & Evaluation template for assessing adoption, usage, impact, and implementation challenges.
  3. Undertake a comprehensive needs assessment and digital readiness audit of MDAs, covering software licensing, cybersecurity, hardware, connectivity, devices, training, and capacity development.
  4. Determine funding requirements and develop a sustainable framework for dedicated allocations under the Service-Wide Vote.
  5. Develop a framework for adopting the 1Gov Cloud as the sovereign digital work environment for Federal Government operations, with Galaxy Backbone Limited as the infrastructure provider.
  6. Develop a transparent protocol for onboarding home-grown technology solutions into the Government cloud ecosystem.
  7. Design a coordinating system for the OHCSF to centrally procure software, address infrastructure gaps, and integrate local ICT solutions to promote fiscal sustainability, interoperability, and data security.
  8. Establish implementation timelines, performance indicators, and submit periodic progress reports.
  9. Make any other recommendations necessary for the effective and sustainable digital transformation of the Federal Civil Service.

The Head of Service directed the Committee to submit its first report, including a detailed work plan, within one week of inauguration.

According to Mrs. Walson-Jack: “All deliverables must include a Digitalisation Framework, Five-Year Implementation Roadmap, Governance Framework, Funding Strategy, Digital Readiness Assessment Methodology, MDA Implementation Guide, Monitoring and Evaluation Framework, Risk Management Framework, Communication and Change Management Strategy, and an Implementation Matrix with clear timelines and responsibilities.”

Charged with steering the comprehensive modernisation of government processes, the committee has been urged to carry out its assignment with professionalism, urgency, diligence, and patriotism.
