….… As Stakeholders Reflect On Past Challenges, Chart Future Roadmap.

The Nigeria Public Procurement landscape has undergone a remarkable transformation over the past decades which has steadily evolved into a more structured and accountable system aimed at delivering value for public resources.

The Director-General, Bureau of Public Procurement (BPP), Dr. Adebowale Abraham Adedokun, FCIPS, while welcoming the stakeholders and distinguished guest, extended his profound gratitude to His Excellency President Bola Ahmed Tinubu, GCFR and other former leaders for the fruit of their struggles founded on ethos of excellence, hard work, integrity and patriotism, at the inaugural commemoration of the public procurement Day, with the theme: “The Procurement Evolution—Honouring the Past, and Powering the Future”, held at the Afreximbank Africa Trade -Centre, Abuja on June 4, 2026.

Dr. Adedokun recalled the origin of procurement reforms anchored on the establishment of the Budget Monitoring and Price Intelligence Unit (BMPIU), under former President Olusegun Obasnjo and the transformation to the Bureau of Public Procurement, through the enactment of the Public Procurement Act (PPA) 2007, by the late President Umaru Musa Yar’dua, to standardise government processes, strengthen regulatory oversight and laid the foundation of government procurement activities. It is a turning point that institutionalise transparency, accountability, efficiency, professionalism and due process in government contracting for national development.

The DG BPP stated that within the 19!years of its existence, the agency has pulled through numerous challenges that turned into testimonies and has become one of the outstanding agencies of the Federal Government of Nigeria. He noted that all these were achieved through visionary leaders that birthed BMPIU in 2001 and BPP in June 4, 2007, respectively.
He said that the Procurement Evolution Day is to catalogue the Bureau’s success stories and to move the nation forward, noting that public procurement should not be viewed as a mere administrative clearing house, but as a unifying tool for our collective national development which aligns with the policy direction of President Bola Ahmed Tinubu and the Renewed Hope Agenda, aims at building stronger institutions, improve public service delivery, deepen economic productivity, expand opportunities for indigenous business through the ‘Nigerian First Policy’ which mandates MDAs to prioritise locally assembled vehicles and other locally made goods over imports, and ensure the efficient deployment of public resources for the benefit of the citizens.

He made it known that one of the major milestones in procurement reforms is the review of procurement thresholds across the Federal Public Service to reflect the present economic realities and accelerate budget implementation which has enabled the Federal Executive Council (FEC) to significantly unburdened from routine contract approvals.

The highlight of the event was the unveiling of the digital ecosystem and modern procurement platforms which automate operational processes, reduce human interference and minimise corruption risk. “Since my resumption as Director-General, Mr. President has extended his absolute and unwavering executive support, characterised by a principled stance of non-interference and a strict, unyielding insistence that all Ministries, Departments and agencies (MDAs) must completely comply with due process”, he said.

Dr. Adedokun highlighted about 23 procurement reforms approved by President Tinubu and some landmark achievements in the areas of legal fortitude, fiscal oversight, technological advancement, variation of contracts, standstill period activities, local empowerment and institutional Capacity-building. Others are digital submission of procurement plans, Nigeria first Policy, debarment policy, Affirmative policy, Community-based procurement, Sector-based procurement, Public Procurement of Food and Related Services, Academic mainstreaming via SPESSE and Revised Standard Bidding Document.
He reiterated that reforms without accountability will not succeed, therefore, public procurement must be governed by rules and consequences for violation, as the BPP has strengthened compliance enforcement.

On his part, the pioneer Director-General of BPP, Dr. (Engr.) Emeka Eze in his presentation called for stronger enforcement and sanctions against erring officials and contractors, and urged frequent integrity assessment for procurement officers, as he spoke against the litigation pressures on the BPP which has persisted despite years of reforms.

Dr. Emeka Eze also pleaded with the President to make it a point to declare every June 4th a national procurement day, to drive home the need for national consensus on how to spend public funds.

The Permanent Secretary, General Services Office in the Office of the Secretary to the Government of the Federation, Dr. Ibrahim Abubakar Kana, who represented the SGF, said that transparency remains at the heart of the administration’s reforms, with a strong course for innovation, with the ultimate goal of ensuring value for money, strengthen accountability and qualify services that directly improve the lives of Nigerians.

The event also featured the presentation of awards to some of the outstanding pioneer staff members, and brought together policymakers, stakeholders, and development partners, to access years of reforms and chart a new direction for future governance.
