BPP Holds Strategic Retreat With House Of Representatives Committee On Public Procurement In Abuja

The Bureau of Public Procurement (BPP) has held a strategic retreat with members of the House of Representatives Committee on Public Procurement in Abuja to deliberate on the proposed review of the Public Procurement Act 2007.

Speaking at the retreat, the Director-General, BPP, Dr. Adebowale A. Adedokun, FCIPS, emphasised the crucial role of the Bureau of Public Procurement in ensuring transparency, accountability and efficiency in Nigeria’s procurement process vis a vis the role of the leadership of the House of Representatives Committee on Public Procurement and the impact they have made in providing strategic oversight on the activities of BPP and Nigeria’s public procurement space in general.

Dr. Adedokun stressed the need to align procurement laws with current realities to foster accountability and value-for-money in government expenditure. He added that the review of the Public Procurement Act 2007 is expected to modernise procurement processes, address emerging challenges, strengthen oversight, and align Nigeria’s framework with international best practices, while safeguarding public funds to deliver better value for citizens.

The Chairman of the House of Representatives Committee on Public Procurement, Hon. Idem Uyime, while welcoming the DG of BPP and the participants, reiterated the commitment of the legislature to work closely with the Bureau in delivering a modernised procurement law that will strengthen institutional capacity and foster sustainable development.

He assured that the Committee will continue to provide the necessary legislative support to guarantee the successful passage of the revised Act. It would be recalled that the Public Procurement Act, 2007, had been amended in part by the Finance Act of 2021 and 2023, respectively. These amendments expanded the scope of application of the Act to include Government owned enterprises, the National Assembly and the Judiciary. The amendment further increased the mobilisation fee from 15% to 30% while also shortening the timeline for advertisements for NCB and ICB to not more than four (4) weeks and six (6) weeks, respectively and bank guarantees of not less than 10% of contract values.

The collaborative session underscores the shared commitment of the BPP and the House Committee to drive reforms that will improve governance, promote sustainable development, and build public trust in Nigeria’s procurement system.

The retreat concluded with a roadmap for continued engagement and technical consultations for ensuring that the proposed revised Act will serve as a robust instrument for effective public procurement management in Nigeria.
