
The SERVICOM Office has inaugurated Parastatal SERVICOM Units/Committees (PSU/PSC) for the Nigeria Agricultural Quarantine Service (NAQS) and the Computer Professionals Registration Council of Nigeria (CPN), marking a significant step in institutionalizing quality, citizen-focused service delivery across Federal Agencies.
The dual inaugurations, held on 15th May, 2026 in Abuja were performed by the Ag. National Coordinator/CEO of the SERVICOM Office, Mrs. Helen Lawal. She described the events as “critical steps in our attempt to sustain the Service Delivery Initiative and direct contributions to the Federal Government’s Renewed Hope Agenda”.
At the headquarters of the Nigeria Agricultural Quarantine Service (NAQS), Mrs. Lawal commended Management for entrenching a culture of continuous improvement and timely service delivery for stakeholders. She acknowledged the Ministerial SERVICOM Unit of the Federal Ministry of Agriculture and Food Security for ensuring the initiative was being established across all agencies under the Ministry.
“SERVICOM is an initiative of the Federal Government conceived to promote effective and efficient service delivery in MDAs to ensure customer satisfaction and manage the performance-expectation gap between Government and citizens,” Mrs. Lawal stated. “Our focus is on the quality of contact between service providers like NAQS and service takers such as farmers, livestock breeders, and exporters.” She added.
She outlined SERVICOM’s core mandate: coordinating MDAs to develop and implement quality Service Charters; conducting independent customer satisfaction surveys; raising citizens’ demand for satisfactory service; and building the skills of public servants to deliver excellent service through best practices.

Addressing NAQS staff, Mrs. Lawal emphasized that “service is what we offer ourselves for, and service is what the people are entitled to expect from us.” She highlighted NAQS’s critical services, including issuance and renewal of certificates, fumigation and disinfection, seed health testing, and monitoring of warehouses, farms, and processing facilities to ensure standards are maintained.
The Ag. National Coordinator urged the newly inaugurated PSU/PSC to foster collaboration with farmers, livestock breeders, airlines, shipping companies, fishermen, aquaculture operators, the Nigeria Customs Service, and airport and seaport authorities. She charged the Committee to spearhead the Service Delivery Initiative within NAQS; draft, produce, and launch a Service Charter; monitor implementation of service standards; manage customer feedback through complaints registers, suggestion boxes, and online platforms; institute a clear grievance redress mechanism; and promote quality assurance through peer review and stakeholder engagement.
Mrs. Lawal called for sustained management support, particularly in developing the NAQS Service Charter and sensitizing staff on SERVICOM principles. She stressed that the Committee’s work must align with NAQS’s vision “to be a world-class quarantine service for enhanced agricultural and economic development,” including protecting Nigeria’s agriculture, economy, environment, and public health, facilitating safe international trade, enforcing quarantine laws, and safeguarding food security.
Speaking on behalf of the Honourable Minister, Minister of State, Permanent Secretary, and Management, Mr. Udo A. Effik, Director Reform Coordination, Service Improvement and Innovation, Federal Ministry of Agriculture and Food Security, congratulated the members and charged them to “serve as a vital resource to empower staff to identify and address the needs and concerns of agricultural importers and exporters, producers and processors, shipping, logistics and freight companies, international bodies, the general public, and pet owners timely and effectively so as to build trust in the Agency and Government.”
He reiterated that the SERVICOM Unit, assisted by the Committee, was expected to support the Comptroller General/CEO Dr. Vincent Isegbe and Management in driving reforms, service improvement, and innovation in the Agency.
Representing the Comptroller General, Dr. Emeka Asiegbu enjoined officers to abide by public service rules and avoid misconduct and indiscipline to enable them deliver on the mandate of SERVICOM.
In a similar development, at the Computer Professionals Registration Council of Nigeria, Mrs. Lawal described the inauguration as a milestone in entrenching a culture of continuous improvement and timely, quality service delivery to all stakeholders. She commended CPN Management for its commitment to service excellence and urged that the enthusiasm be sustained to ensure tangible impact under the Renewed Hope Agenda. She also acknowledged the Ministerial SERVICOM Unit of the Federal Ministry of Education for ensuring the initiative was being established across all agencies under the Ministry.
“SERVICOM’s focus is on the quality of contact between service providers like CPN and service takers such as computer professionals,” she said. She restated SERVICOM’s functions in coordinating Service Charters, conducting customer satisfaction surveys, raising citizens’ demand for quality service, and building public servants’ skills.
Mrs. Lawal highlighted CPN’s key services, including issuance and renewal of practicing licenses to ensure members remain in good standing and adhere to professional ethics, and accreditation of computer-related programmes such as Computer Science, Software Engineering, and Cybersecurity in universities, polytechnics, and colleges of education.

She charged the PSU/PSC to foster collaboration with the Nigeria Computer Society (NCS), educational institutions, accredited centers, and the Federal Ministry of Education to achieve CPN’s vision “to be the apex regulatory body in the education and practice of IT in Nigeria.”
The Committee was urged to spearhead the Service Delivery Initiative; draft, produce, and launch the Council’s Service Charter; monitor service standards; manage customer feedback; institute a grievance redress mechanism; and promote quality assurance through peer review and engagement with experts in the education sector.
Mrs. Lawal also noted CPN’s mandate to establish a standard framework for qualitative IT education in Nigeria through the National Information Technology Education Framework (NITEF), to collaborate with the Standards Organisation of Nigeria (SON) to prevent the importation of substandard computer products, and to run the Computer Professionals Examination (CPE) to enhance IT capacity of public servants. She called for increased management support for the Unit/Committee and stressed the importance of managing customer experience for both internal and external stakeholders.
In his goodwill message, Mr. Anthony Ogwo, Nodal Officer representing the Permanent Secretary, Federal Ministry of Education, commended CPN’s leadership for demonstrating institutional responsibility and public accountability. “By establishing a SERVICOM Unit, the CPN is not only aligning itself with the Federal Government’s reform agenda but also placing the welfare of its service recipients at the very center of its operations,” he said. He urged members to approach their responsibilities with diligence, professionalism, and a genuine commitment to continuous service improvement, and to serve as the conscience of the Council on service delivery matters.
The Registrar and Secretary of Council, Mr. Adebayo Adegbiji in his address, stated that he hoped the engagement would strengthen service delivery standards within the Council in line with Federal Government directives on public service reforms. He challenged members to ensure the inauguration translated into better productivity.
Both inaugurations concluded with the nomination of PSU members and departmental/zonal representatives to serve on the PSCs, and a briefing on their responsibilities in advancing citizen-focused service delivery.
Mrs. Lawal, in her closing remarks at both events, appreciated the leadership and management of NAQS and CPN for their support and encouraged sustained ownership of the initiative. “To every citizen and stakeholder interacting with NAQS and CPN: you have the right to be served right,” she said.
